You cannot enter it. This is professional road racing, and the page exists so the race is findable and dated, not because there is a start list to join. For a multi-day ride you can actually sign up for, the gran fondo and stage event listings elsewhere on this site are the right place.
ProSeries is the tier directly below the WorldTour. Races move between the two between seasons, which is why a calendar that looks settled in January often is not by the following one.
The Tour de Pologne is six days, one of the oldest events still running on the professional calendar, and it usually pairs flat sprint stages with a mountain finish in the south. Its early-August slot puts it between the Tour de France and the Vuelta, so the start list depends heavily on who is resting and who is building.
Watching is free. Stage starts and finishes are open to the public and the host towns are published on the race site each spring.
